Terrorism has become a serious threat in the world. This threat cannot be ignored. The main terrorist weapon is a bomb made from high explosives, with civilian buildings being a common target. Terrorists usually want to create chaos and maximize casualties. A growing emphasis is therefore being placed on anti-terrorism protection of civilian buildings. In Singapore, it has been recognized that iconic structures as well as structures where mass congregation is likely, may be soft targets for attack. Thus blast provisions are now an integral part of the design of major civilian facilities, e.g. hospitals, large hotels, shopping centres, stadia etc. In addition, buildings housing critical infrastructure, e.g. electrical sub-stations, are other likely targets.

2 DAYS COURSE:This intensive course comprising lectures and case studies will enable participants to acquire sound technical knowledge of site risk management and appreciate how the construction insurance coverage is triggered. Technical aspects of the physical site work such as design and codes of practice will be addressed in relation to issues of dealing with the Contractor's All Risk (C.A.R) policy aspects during this session. Risk management on project sites will also be given adequate attention as these are essential to meet the policy conditions and clauses. Active learning concepts will be used to share the above subject matter with the participants.

Formwork structures have always been a highly hazardous item inthe construction industry. Continuing failures of formworks inSingapore have raised considerable alarm in the industry, thegovernment and the public.To address these concerns, and to update an outdated Code ofPractice for formwork, a Workgroup was formed in 2012 to developa new Code of Practice, SS580.This one-day course on formwork design and safety to revisedstandards and EuroCode aims to accomplish the following: Provide background material to and useful information onimproved standards in this area for this critical topic inworkplace safety; Present the basics of safe design of formwork structures andessential design requirements of SS580; Describe significant parts of the new Code of Practice forFormwork SS580:2012 to facilitate its use by designers andconstructors; Review a number of failure of formworks in Singapore andabroad to convey an understanding of causes; Discuss techniques to identify and evaluate the hazards, andmanage the risks; and, Offer practical guidelines for good practice in formworkdesign, erection, use, dismantling, inspection, andsupervision.The focus will be on basic concepts and procedures currently in usefor formwork in the construction industry.Objectives will include identification of principal contributory factors to formwork failures and their underlying rootcauses, and discussing how the new Code can eliminate or alleviate the problems.

The regulatory requirement for Design-for-Safety (DfS) was enforced since August 2016. It requires stakeholders to work together to address foreseeable risks right from the conceptual design to the construction of the project. During the construction stage, the DfS review meetings will involve the design & supervision team from the Consultants and construction team from the Contractor. They will participate in reviewing safety and health risks relating to design and propose mitigation measures for implementation.

Given the nature of most building and construction work, in particular increasingly its specialisation and the use of technically demanding and complex procedures, personnel such as designers, project managers, contractors, subcontractors and supervisory staff are all likely at serious risk of falling short and face with claims. This course is organised to prepare stake-holders including building owners, developers, builders, specialist builders, architects, engineers, project managers and such supervisory personnel as Qualified Persons, Site Supervisors, Resident Engineers and Resident Technical Officers on the understanding of liabilities and duties in regulatory, design, construction and supervision aspects of building and civil engineering works by glimpsing at some of the well-known decided cases.

The objective of the course is to impart knowledge to the participant on the causes, prevention, inspection and rectification of cracks in concrete. In particular, cracking in concrete is explained and the allowance of its formation in design is covered. Cracks formed arising from workmanship issues are also covered. Appropriate references will be made to the Singapore Standard SS EN 1992 series on Eurocode 2 Design of concrete structures that allow cracks to form and possible ways of preventing cracking is also covered. Emphasis on how to assess the severity of the crack through a methodological approach is covered. Finally, various methods of rectification of the crack lines are covered including the appropriateness of the method to the type and nature of the crack being considered.
