Building Services engineering brings a building to life, have a profound impact on different aspects of building performance such as end-user satisfaction, environmental impact, maintenance and utilities cost, as well as business continuity. In the modern built environment, clients require their projects to be delivered on time and within budget. Clients also want assets to be operationally-ready at handover, facilities that perform to suit their required function and buildings with high levels of performance over the long-term. A correctly executed commissioning process for Building Services is crucial to achieving these outcomes. This course will discuss the different Building Services in projects, what the commissioning process is, why it is important and how the commissioning process could be executed at each stage of project delivery. Prefabricated Building Services elements for improved productivity will also be shared.
With effect from 1 October 2010, for Ready-Mixed Concrete (RMC) Certification, Building and Construction Authority (BCA) will require batching plants to be certified by certification bodies accredited under Singapore Accreditation Councils Accreditation Scheme. This RMC certification will be based on the new Singapore Standards SS EN 206-1 (Concrete Specification, performance, production and conformity) and SS 544 (Concrete Complementary Singapore Standard to SS EN 206-1). This certificate course in concrete technology is jointly organised by the BCA Academy, the Singapore Concrete Institute (SCI) and the American Concrete Institute-Singapore Chapter (ACI-SC) to familiarize technical personnel in the concrete industry with the certification scheme.

The learning points, observations and recommendations from the study trips will be useful as we embark on the next phase of work to encourage our industry to use more GR600 rebars and rebar systems to improve construction productivity. This seminar is organised specifically to share these learning lessons, to discuss the issues confronting our industry and key stakeholders in trying to use GR600 rebars and how we can overcome these issues and move forward together in the same direction.

Advancing, Networking and Creating Vast Opportunities for Singapore's Engineering Sectors. Safety First. Safety Always. For Future-Ready Singapore.
The "Key Elements of Safety Case" provides participants with insights into recent challenges confronting Singapore's process industry, namely safety case implementation. For safety case implementation, experts will share selected key elements of safety case, notably process hazard analysis, quantitative risk assessment and emergency response planning.
The "Energy Efficiency Improvements" provides participants with professional insights into challenges confronting Singapore's process industry, namely Energy Efficiency Improvements. For energy efficiency improvements, experts will firstly share the role and challenges of Singapore Certified Energy Manager (SCEM) and experiences in real-time energy management; followed by selected case studies.

BCA strongly encourages the use of new and innovative technology for improved productivity. To accelerate adoption of such technology, there is an urgent need to get the industry to be familiarised with some of the productive construction methodologies adopted overseas. One such example is the Innovative Prestressed Support (IPS) system. IPS system has been successfully developed by adopting prestressing technology, which expands the length of wale more than 20 times. It significantly improves main structure and excavation efficiency that reduces the cost and construction time. IPS system has also received many national awards such as Korea 10 Best New Technology. This workshop is to educate and share with the industry on the use of this new technology method so that its applications can be better understood.

MRT tender preparation and submission need to be carefully and effectively managed to avoid exposing organisation to severe financial penalties and turning a potentially profitable project into a loss-maker. In order to be profitable, a sound tender is vital and risk factors must be eliminated where possible. Thus, a specially tailored 1 day course is launched to educate and equip construction industry stakeholders a good real insight into a contractors experience in tendering for MRT projects and other infrastructure projects.
The management of project is a complex issue and can be potentially ruinous financially for both the contractor and employer if the risk and uncertainty are not managed efficiently and effectively. This workshop will concentrate on good programme management and optimisation strategies and techniques for effectively managing and mitigating the risk and challenges in managing a project towards successful completion. It will also cover tools for avoiding and analysing issues in disputes, and for resolving disputes quickly with minimum cost.A case study will be used to help participants gain a better understanding of the potential problems and risks arising due to project delays. The case study will conclude with illustrations of how best practice programme management techniques and optimisation strategies can be effectively applied to help in the recovery of the delayed project.

Chaired by BCA, the Inter-Agency Coordinating Committee (IACC) comprises representatives from various building regulatory agencies (EMA, LTA, NEA, NParks, PUB, SCDF, URA), public sector developers (HDB, JTC) and industry associations (ACES, IES, REDAS, SCAL, SIA). The IACC primarily facilitates project teams to quickly resolve issues arising from conflicting regulatory requirements that may impede construction activities and reduce productivity.
